I assume you are asking about the brake pedal. Might be due to low/no brake fluid in the reservoir, air in the brake line, possible leak in the brake line, or the master cylinder may not be working properly,

No pressure in clutch resevior, its next to the brake resevior, if its empty, put more, if not you have a leak.
Clutch safety switch =- should be on the top of the clutch pedal under dash area Neutral safety switch could be at the lower end of the gearshift handle or at the side of the transmission
I believe you can but normally when it engages low its a sign that the clutch should be replaced soon.
By pushing the gas pedal all the way to the "floor"
that could be something to where its not getting enough fuel or its flooding it ,, are you pressing it to the floor and getting nothing? is it a manual? to many things to consider
