This is an internet myth and there is no truth to it. The president does salute the flag, and there are numerous online photos and videos which show him doing so. These sorts of myths were spread by his political enemies, but their claims are totally false.

During the National Anthem or raising and lowering of the Flag, since he does not wear an "Official Uniform", he is supposed to stand at attention, place his hand over his heart and face the flag as are all other non-uniformed citizens. It is not known for certain why he fails to do so.

(b) Conduct During Playing.--- During a rendition of the national anthem---

• (1) when the flag is displayed---

(A) individuals in uniform should give the military salute at the first note of the anthem and maintain that position until the last note;

(B) members of the Armed Forces and veterans who are present but not in uniform may render the military salute in the manner provided for individuals in uniform; and

(C) all other persons present should face the flag and stand at attention with their right hand over the heart, and men not in uniform, if applicable, should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart; and

• (2) when the flag is not displayed, all present should face toward the music and act in the same manner they would if the flag were displayed.

f. The President of the United States, as the commander in chief, will be saluted by Army personnel in uniform.

The answer to this question depends on what is meant by salute. If military salute, Michelle Obama would not be expected to give a military salute to the flag. If placing her hand over her heart, there are pictures that show both her and President Obama with their hands over their hearts.
