Because Russia had guaranteed in March 1909 to protect Serbia, in return for Serbian acceptance of Austria-Hungary's annexation of Bosnia-Hercegovina.

In the 1880s and 1890s Serbia had been aligned with Austria-Hungary while Russia backed Serbia's rival Bulgaria. A palace coup in Belgrade in 1903 brought a pro-Russian nationalist orientation as Serbia's new leaders looked toward annexation of Austria-Hungary's southern Slav-inhabited provinces.

Serbia's new orientation dovetailed with the growing "Pan-Slav" sentiment in Russia, which sought to expand its influence in eastern Europe and the Balkans as a counter to German and Austro-Hungarian policy.

The 1909 guarantee was an unforeseen emergency measure intended to get Russia out of a major diplomatic embarrassment provoked by her rivals. As with so much else in the coming of war, it had all been something of an accident.

In 1914, a place called Bosnia was part of Austria-Hungary, and there was a neighboring country was Serbia. Serbs and Bosnians are part of a larger group of people called "Slavs", so they are related groups, with similar languages and customs; Austrians and Hungarians are not Slavs (Austrians are German, and Hungarians are their own thing). So, a lot of Bosnians wanted to break away from Austria-Hungary and then either make their own country, or join Serbia to make a bigger country called "Yugoslavia" (after World War I, Yugoslavia would indeed be made out of Serbia, Bosnia, and some other Slavic countries).

In the early 1900's, as Serbia and her neighbors started breaking free from the Ottoman Empire, Russia began poking in and trying to heavily influence things- at that time, it was pretty common for very powerful countries like France, England and Russia to force smaller, weaker countries to do what they wanted. So Russia developed a close relationship with Serbia, and they actually became very friendly- Russians are also Slavs, so that probably helped.

In June 1914, a Bosnian man shot and killed the heir to the Austro-Hungarian throne while the heir was visiting the capital city of Bosnia. The assassin and his co-conspirators were captured by Austrian police and interrogated; they implicated Serbians and even Serbian military officials. Austria-Hungary's government was furious and gave Serbia a harsh ultimatum and two days to respond or Austria would declare war. Serbia had to say no to the Austrian demands, and Austria declared war.

Since Russia was close friends with Serbia, Russia declared war on Austria, and World War I had begun.
