Try downshifting Down shifting will help but the reason it helps is because the Samurai is a low power engine. Brand new from the factory my '86 1.3 liter is 66 horsepower.
That is less that some motorcycles and maybe even a few Golf carts... Ha! Seriously is is a lot of metal powered by a small engine so the weight to Horsepower ratio is low.

the paper slows down due to gravity, and friction, there are small hills and valleys that are not seen.
You are going too slow...... Having large tires will cause the available power (because of the high ratio) to not be enough to turn them. This assumes everything else is in reasonable condition and there are no 'problems' with the engine, like a cylinder misfiring or low power output.
