I had the same problem with mine. My regal had been sitting for almost a year. It was the fuel pump. And from what I hear it's very common to lose the fuel pump on these cars if they sit for any length of time. If you do it yourself go ahead and get the manual - it's worth it(and it's about $20). If you're not very experienced with car repair - I wasn't - plan on about 4-5 hours (taking it slow).
You'll know it's the fuel pump if you don't hear the pump whine as it pressures up when you turn the key to the on position.
Have you made sure it has spark?

The starter is at the rear of the engine and bolts to the flywheel housing. There is a cover over it making it hard to see.

Never lacked power and didn't downshift on hills the way the previous 1988 Regal I kept 5 years did. The 1988 Regal average a little over 28 mpg interstate driving with a smaller engine. Both cars were two door models. General Motors made a grave mistake when they quit making these kind of cars. These cars had superior power, great handling and better gas mileage than most foreign cars. They were roomy inside. Start at the battery. Remove and clean all connections. If the battery is over 3 years old you probably need to replace it. Can also be a starter going bad.
