You need 4 things. Fuel, Oxygen, Spark and Compression. If any one of these elements are missing then it will not start. By a process of elimination you should be able to determine which one is missing, pretty quickly. 90% of the time it is a sensor that is not sending correct information to the onboard computer. A fauly sensor is easy to figure out if you plug into the computer and read the error codes. Nowdays, cars tell you what is wrong.

Cranks and turn over are the same thing. It may crank or turn over and not start. If that is the case, find out if it needs fire or fuel and go from there.

24 inch would fit if you don't plan on driving it over anything but perfect roads. 22 is probably a safer bet. Anything over 20 is ugly on a Grand Marquis.
