A tachometer that shows the wrong reading and get stuck sometimes could be caused by faulty wiring between the transmission and tachometer. It could be caused by a defective instrument cluster.

on what? try turning or touching your knob on the tachometer, sometimes they are located there.. it's on the dashboard near your guages. Usually looks like a little black stick coming out of the plastic guages near your mileage reading.

The primary cause for no diagnostic reading to be available on a 2001 Cavalier is a faulty connection or code reader. The computer is designed to automatically transmit codes once an ODBII code reader is connected to the port.

In my 99 cavalier it means to look at gauges and check to make sure they are reading correctly. Mine goes on when I need fuel. Dummy light is what they are called.

Yes..Sometimes you have to check the meter and strips which may have an effect on the reading...I had a reading that was unusual for me...I checked it with another strip and the reading was more the range I was expecting
The engine computer uses the crank position sensor for the tach reading. It is located in the top pass side of the bell housing.
Well, a Tachometer in general tells you the RPM of a motor or other such engine. As for something handheld, from what I have seen they would mostly be employeed to engines that are not mounted into a car already as a means of testing their capacity or after some series of tests that can better determine condition or wear or such. Most cars have them mounted into their dashboards to my understanding, to give a reading while on the go.
You read it. Sometimes, you may need to clarify with the sender, but reading it out loud to yourself can sometimes help.
