Devices used to determine another car's speed, like radar guns, are not sufficiently exact to prove a 1 mile overlimit speed. Such devices have tolerances as much as 5 MPH, sometimes more, meaning that if the radar device reads 1 mile over the limit, the speed could really be anywhere between 4 MPH under the limit or 6 MPH over the limit. That possibility is sufficient to create a reasonable doubt that will prevent a conviction. What if the tolerance is 5 MPH and the reading is 67 MPH. That could be enough proof, but police have better things to do than stop a car for going a mile over the limit (like going after the people going 20 MPH over the limit). If they stopped every car for going 1 MPH over limit, they wouldn't be able to do anything but write tickets.
