Yes. They tend to rust. Suggest you have the car pushed (I let mine roll down a hill). You can also try hitting them with a hammer (don't do it too hard), but it's a lot easier to have it pushed to free them.

This may help but it is only a suggestion. If its a manual the idling may be too low. If it controlled by computer this is an area that may need investigation.
