My 1998 Escort had one broken exhaust bolt after the CAT and leaks which causes the PO133. Cut off bolts and replaced gasket and bolts. All is good

Most likely your brake light switch is either not adjusted properly or malfunctioning. It is located under the dash and the brake pedal will press it when it is applied. They are not hard to adjust or replace.
try replacing the vacuum hose from the brake master cylinder to the intake manifold its a 1/2 in hose
Brake drums can not be cut. The shoes inside can be replaced.Only disc brakes(rotors) can cut.

If you mean the stop solenoid it is on top of the fuel pump. The fuel pump is at the front of the engine bay on driver side.
