Had the same symptoms on my 2000 BPA except it was the right signal. All other parts of the multiswitch (wipers, cruise, hi beams, left signal, windshield washer fluid squirter) worked fine. Purchased a used one online for about $100. Installation is tricky as you have to remove nearly the entire front dash to run the wire and harness to the connection near the base of the steering column. Had help from a more experienced do it yourselfer who did it in about 2 hrs. Problem resolved.
No gurarantees, but most car signal flashers are plugged in at, or near the fuse box - try there.
No, normally they will last the life of the engine and are replaced when they engine is overhauled.
One flasher in in or under the glove Box! the other in on the fuse box. in Most cars!

You just remove it from where it is located. It is located under the dashboard on the driver side of the steering column mounted to a support bracket. Very easy to do.
On the lower left hand side of the dash there is an access panel for fuses and flashers. The panel is by your left knee when seated in the vehicle.
The door hold open rod on a Buick Park Avenue can be replaced by unbolting one side of the rod while slipping the other out of the frame. It can then be lifted out and replaced with a new unit.
Yes, there is a cable that runs to the rear wheel brake drums.
The Buick Park Avenue nameplate was first used in 1977 on a model of Buick Electra, but did not exist as a standalone model until 1991, when it replaced the Electra.
