Your Power Steering fluid being low will cause a whining sound. As air enters the system the sound will increase until eventually the power steering pump or other components such as the steering rack itself will need to be replaced. Top off your power steering fluid, using the measurement on the dip-stick labeled for hot / cold fluid. Start the car once you have refilled it, and turn the wheel all the way left, then right a couple of times. Shut the vehicle back off, and check to be sure the fluid is at the proper level, ad as necessary. The sound should go away if none of the systems components have sustained any permanent damage.

The loud whining sound could be wheel bearings going out. However, it is also possible that the speedometer bearings or cable are defective.

A whining sound coming from the front of the engine would make me think one of the bearings is wearing out in the belt assembly. This is something you should fix promptly.
