Rod your radiator and check your fan clutch or electric fans if you got them.
Low coolant, plugged radiator, inoperative fan, stuck thermostat.
Clogged radiator, also it could be a bad thermostat, or fan cluth all 3 have failed on my 2002 ram1500

I have the same problem and I think that I have found out that the radiator is too small for the size of the truck.
BAd radiator cap, low coolant or (leaking), Bad thermostat, cooling fans not turning on.
The radiator fan is not working,or not working properly,or possibly the thermostat is bad.But,usually if the thermostat is bad the engine would still overheat even if you speed up,so I would suggest testing the radiator cooling fans.
Low coolant? Thermostat not opening? Radiator plugged? Radiator air flow restricted? Hoses collapsing? System airbound? Water pump not working (defective impellor)? Bad radiator cap?
You could have a bad water pump causing no coolant flow, inoperable radiator fans, a coolant leak,............
The thermostat on a 1999 Dodge Caravan is under the housing where the upper radiator hose attaches to the engine.
Have you replaced the thermostat? On my 92' B250 I had to remove the Alternator and I think the A/C compressor. to properly remove and clean the housing. Also just recently I had to replace the radiator cap.
