You could be low on fluid. So open the engine compartment and check the radiator for full water first. If this is OK the valve which opens the water supply may be bad. Check the connections in the engine compartment. They are on the fire wall behind the engine. Check to see if they are opening and closing the valve when you move the temp lever from cold to hot. If it is and the hoses stay cold when you heat up the motor I suspect the heater core is clogged and needs to be replaced.
When you have the heater on, does it just blow any air at all? or no air?

Low coolant. If the coolant is low then the heater core is not able to transfer heat in to the car.
if it doesn't heat your heater core is most likely clogged and if it doesn't blow at all then the blower is messed up.
Could have a blockage in the heater core. Or simply need a coolant flush or another item. To be safe I suggest you shop around for the best price to get it fixed.
You have a dead short in the wiring somewhere. It can also be the socket that one of the bulbs screws into is corroded or shorted out. You will have to inspect all the wiring to the fog lights and find the short.
The heater does not blow air because it emits infrared rays that have heat molecules within them, thus releasing heat, not blowing it. A heater does not blow air becasue there is no moving air source within the heater. The heater emits infrered rays that cause heat to slowly flow out of the heater.
if this system uses dex-cool flush the system
Check to insure that the engine coolant is full and the thermostat is not stuck. Without the heated fluid from the engine the heater will always blow cold air.
