Why does my Car makes a loud humming sound under bonnet it kicks in when im at about 70kmhr and stays round when i go faster does not get louder softer as accelerate decellerate 92 Ford Laser?

It could well be a resonance set-up somewhere - at 70, some part of the car starts to vibrate. Unfortunatley it could be almost anywhere, any part, even one of the tyres. If it is resonance, it will be almost untraceable. All you can do is earch very carefully for anything at all that looks like it could be the cause.
