Try checking the right turn signal light bulbs, front and back. Sometimes one of the filaments inside the bulb can break and short out causing the signal not to blink. If you do go this route you might as well change them while you're there.
Turn signal relay needs to be replaced. If you turn on the hazard (emergency) switch, all the signal lights should come on. This says the lights are okay.
go to a Honda dealership and get them to program it for you :)
The turn signal flasher relay on the 1999 Honda Odyssey is located under the driver-side dashboard. The relay is tucked near the cabin fuse box.
Read your owner's manual. Your answer can be found there. But you will find the answer is not there.
In the fuse box under the hood

Your problem very well could be the hazard switch. i have a 1994 honda civic too i found whenever i disconnected the hazard switch from the wiring harness my turn signals brake lights and of course hazards do not work. Maybe replace the hazard switch..

yes there are fog lights installed on the touring model... i think this is a factory option Here are the instructions for installing the fog lights; http://www.handaaccessories.com/odyssey/05odyfoglight.pdf
Next to the radio with the triangular (red) flasher symbol
Just guessing here, but wouldn't that be the 'Hazard Lights'?
