Why does my Rev limiter in my 92 Civic DX sedan D15B7 5 spd rev out at like 5500 RPMs It is a NON Vtec engine and I have tried three different ECU's with same problem. Factory ECU and 2 others.?

i am having the same problem with my 92 civic cx, it rev limits ar 5.5k most the time sometimes lower.. several ecus tried....new distributor, wires, plugs.. timings been checked... i need to fix this
