If it's a 4 cylinder engine, that's pretty normal. AC compressors take a little extra torque to operate and small engines just need to work a little harder when the AC comes on. There SHOULD be a little bit of an idle speed increase to compensate for the AC, but sometimes the computer, relay or whatever mechanism was used by the vehicle manufacturer, is adjusted wrong. If it's just a minor annoyance, ignore it. It certainly doesn't cause any real problem. If it's really bothering you, you might need to take it to a shop.
It probably needs some coolant. This is the chemical that is put in the car in order to keep the air conditioner cool. If your air conditioner is not getting cold either the coolant has run out or leaked out.
No, you can not put ice into a portable air conditioner. I think you are actually referring to a portable air cooler, in which case, you can put ice into the water chamber.

I suggest that you put your air conditioner on low or use the fan on the air conditioner because it uses less energy. Another thing you could do is take a regular fan and put in the window to get air flow.
Any air conditioner will do, but a quiet one is best. Consider GE's quiet air conditioner line, as they shouldn't wake infants.

Opening a window could help, or putting the air conditioner on. You can also open the doors, the sunroof/moonroof, put the convertible top down, turn the heater on, or open a vent.
