When a computer encounters an error during boot it will make several beeping sounds it's the motherboard giving an error code. You can find out what the beeping sequence means by looking it up in your motherboard's manual.

Sounds like a dead power supply. Replace it (the power supply, I mean). You can get one for about $20-40.
Beeping is a code designed for troubleshooting. Determine type of beeping and use a seach engine in combination with the motherboard manufacture name and model look for the specific code.
