My dog does the same thing! I think that its a dominance thing. Like when my dog puts his paw on my arm while I'm petting him, he's controlling my movement - he's trying to keep my hand there. I think he wants to show that he is dominant over my other dog by keeping him in a particular spot - almost like holding him down... And making a show of it.
Take your dog to a public place away from it's home, keep your dog on a leash and just sit with it. A dog park is a good place to start with other dogs running around, slowly as your dog relaxes (this could take days, weeks, months sometimes years) move closer to the other dogs until your dog is no longer afraid
Cause some dogs like other dogs. Even if it was wet or not probably the dog would still greet the other dog.
