Generally, it is not the internet that takes time to load. More often than not, it is the operating system - OS (Windows) that is taking the time. The OS has to load lots of little programs that help the system work. Most of these programs you do not see, but they run in the background. Depending how many programs you have set to run on start-up, the speed of your system processor (CPU), the amount of memory (RAM), and your OS, it may take as little as a few seconds for the computer to respond or as much as a few minutes.
Do you keep clicking on the browser (IE, Firefox, etc.) to open? This will not help, as the system just stacks (puts the requested actions in line) and works on them as it can. When the system is ready, it will open up the browser (a bunch of different windows if you clicked impatiently more than once!) The best method is to wait until the cursor is not in working mode (spinning circle or hourglass icon), then open the browser.
If the system loads fine and fast enough, then perhaps you have a slow connection (not much you can do) or the site itself is slow (nothing you can do). Try a system clean-up program, upgrading your browser, searching for virus/malware/adware, or ultimately upgrading your computer and/or internet speed through your provider.

What internet connection do you use dial-up or broadband? Dial-up will take ages to load anything. Broadband can be anywhere from short wait to extremely fast. other than that, I don't know, sorry.
My facetime took ages to load when I did mine. I entered my Apple ID and waited but it didn't load. Eventually, it did so I added contacts to my list and rang my bestest friend on his iPod :) Its very handy and free :) But you need internet connection for it to work :)
