Probably the bearing in the left wheel is damaged.
You can switch the traction control system off using the switch to the left of the radio on a 2000 Ford Windstar

Most likely it is the traction control system. When the light is constantly on, the system has been turned off. When it flashes, it means the car is losing traction (i.e. the tires are spinning). I believe the system is controlled by a button to the left of the steering wheel (for a 2002 at least).
There is a button in the glove box on the upper left, just push it and it disables the traction control. It resets when you shut the car off.
The TCS light is on because you have turned the Traction Control off. Simply turn it back on by pushing the TCS Off button again on the lower left hand side of the dash next to the sunroof control.
