Why does the US government not invest in science now the way it did during the Cold War?

Well it would take until around the 70s and 80s for the actual US government to help pay for education. During the cold war the government implemented this allowing for spending of government funds to help the educational system, this idea was brought because the USSR had free education and the US feared that if not every american got an education that the people wouldn't be able to help beat the Soviets in technology. Now they do not fund this mainly today because there is no enemy with amazing technological advancements anymore, the US holds the seat for technological advancements and there is no enemy for the US to try to beat in a race for technology.
