if the fuel pump is still running with the ignition off it means that somehow the pump is still receiving power either someone has rewired it incorrectly or there is a short somewhere allowing power to cross over to the fuel pump

If the fuse is good, and the fuel pump relay is good, and the pump will not run then the chances are it is bad. If you hear the pump run for a few seconds when you turn on the ignition without starting the engine, it may or may not be good. Listen at the fuel filler door with the cap off while someone else turns on the ignition. If you hear it run but it is not supplying fuel then either the fuel filter is clogged or the pump is running but it is not pumping fuel. A fuel pressure test at the fuel rail will verify this.
Your fuel pump relay is stuck in the "on" position which causes it to run constantly even if your truck is off. Just replace the bad relay. You may have two relays though if you have duel tanks.

You can have someone turn the ignition key to the on position without starting the engine while you listen at the fuel filler door with the cap off. You should hear the pump come on and run for a few seconds then shut off. If you hear nothing check the fuel pump fuse and fuel pump relay. If both are good the pump is defective. If you hear the pump run that does not necessarily mean it is actually pumping fuel. A fuel pressure test at the fuel rail well verify the condition of the pump.
If you turn on the ignition without starting the engine you should hear the fuel pump run for a few seconds. This is a good indication the fuel pump is good but not 100% positive. A bad fuel pump can run but not pump fuel. If you hear it for run for a few seconds just replace the fuel filter to make sure it is not clogged. If it still does not pump have a fuel pressure test run to verify the condition of the pump.
