No. The fuel pump should run for 2 seconds when the key is cycled from off to run, regardless of whether there is a problem in the ignition system or not.

I know this seems obvious but you didn' mention checking the ignition switch. Possibly the start contacts are ok but the run contacts are open. This will result in the symptoms you mention.
The duration of IPW Ignition is 3600.0 seconds.
I had a similar problem. My solution was to replace the distributor's stator - part of the breakerless ignition. My stator's plastic housing had cracked which caused an intermitant shorting of the ignition system.
Switch ignition OFF, Press and hold button at speedo. After approximately 3 seconds the letters "INSP 0" will appearin the display. Continue holding button at speedo,depress brake and switch on ignition ON. The letters "INSP---" will start flashing in the display to be replaced after approximately 10 seconds with the message "INSPxxxx Km". Release button at speedo and brake pedal and switch off ignition.
You may be hearing the fuel pump. Turn the ignition on without starting the engine and listen carefully for the fuel pump. It will only run for a few seconds if you do not start the engine. Is that the sound you are hearing? You may also be hearing the blower motor which runs at it lowest setting continuously on some cars.
I did have the same problem but found that after inserting the key into ignition I deed to wait +/- 3 seconds and I can hear the start relay (on the relay pannel) click in. If I do not hear this relay click in the car just does not start (No spark from the electronic coil to the distributor).
Is it a belt? You're most likely hearing a slipping alternator belt. It should either be adjusted if it's loose, or replaced if it's glazed, worn or cracking.

If you are saying the engine starts and runs for 15 seconds and dies and then starts again for another 15 seconds and dies . . . the distributor seems to be doing its job. You might want to check if there is a fuel restriction somewhere (filter or pump).
