There's a few reasons and some things you need to check. What electrical circuit is the fuse protecting to start with? Is there electrical wires coming to and from the fuse? If so, the most common problem is that a live wire has worn through it's insulation by rubbing against a peice of steel and causing a direct path to ground, a spark, which overloads the fuse and blows it. Also check to see if the fuse is the wrong amperage size for the circuit.

If it is still in the tractor hooked up unhook it and try charging it if it still won't charge the battery is probably bad. If it does charge out of the tractor you might have a short in your wiring on the tractor. Hope this helps.
I just changed mine, and it is under the seat. Remove the battery, and then there is a relay that is screwed to the inside of the back of the tractor under the battery compartment. Unscrew that relay and the fuse is attached to the wires coming out of that relay.

It's right behind the gas tank by the key switch and is taped up. Youm have to get the tape off to pull the fuse out. Not too easy. I got mine out but they don't have them in stores.

Obviously, if any fuse keeps blowing there is a serious fault in that circuit.Take it somewhere they can fix it.
Our cub cadet would blow the 20 amp fuse on turning the key to the first position and then we put key in second position before plugging in a new fuse and it would also blow, so we turned the key all the way to the start position (all the way to the right and held it) while we put in another new fuse and voila! It started and we were at least finally able to mow! I assume then its something with the ignition that causes the fuse to blow on attempting to start it?
Find out why the fuse is blowing. You have a short or the circuit is overloaded.
