If it has been working normally before this--no black border--then the monitor may have become unplugged from the computer. Shut down the computer. Unplug and then replug in all of the connecting wires, make sure the On button on the monitor is on. Image should be there when you turn the computer back on. If this doesn't work, try hooking the monitor up to another computer. If you have the same issue, the problem is the monitor. If not, the first computer is the problem.
Unmaximise the window and move it to the monitor that it should be opening on. Don't maximise it here, just close it. When you open it again, it will be on the correct monitor. Maximise it again, then close it. From this point on, it will open on the correct monitor, even if you move it to the other monitor and maximise it there. Same "problem", only reversed. Since that's what you want it to do, it's not really a problem now. Still a biug though.

try a different monitor; sounds as if the monitor cable is on the fritz, the predictable problem if your experiencing color changes on your monitor. recommend replacing cable and see what that will do. note that if your have to open the monitor DO NOT GROUND YOURSELF as this may lead to serious injury or death!
