There are several reasons why this remains true.
1) Citizenship Laws in Saudi Arabia: It is very difficult to become a citizen of Saudi Arabia. Whereas a person can apply for citizenship in New Zealand after only five years and receive it instantly, a person needs to wait ten years before applying in Saudi Arabia, and even after that it is an arduous process.
2) Jobs Saudis Won't Do: There are numerous jobs in many sectors of Saudi Arabia that Saudis will not bring themselves to do. Therefore, as in the US, there is a large labor pool that is willing to do those jobs to feed their families.
3) Lack of Large Saudi Population: A desert does not sustain a large quantity of people without modern technology. As a result, the Saudi endemic population is rather small.
