I work in the glass auto industry and i remove and install rain sensors on many cars and trucks. The reason is most likely because the " gel pack" ( the little soft piece of clear plastic ) between the rain sensor and the windshield is dirty or damaged........my suggestion for you is to have a dealer or a local auto glass shop take a look at the sensor and/or the "gel pack"

On a mark 4 jetta, the TCM is located underneath the windshield wipers (sort of). To get to the piece you'll have to remove the plastic grate at the top passenger side of the engine bay. The TCM is next to the air filter that you will see.
The epc alarm on a VW Jetta is the electronic power control. When this light comes on it is to warn you of some sort of problem with the accelerator pedal control. This can come on because there is a serious problem or just because of a bad sensor, the best thing to do is to have a diagnostic test done to make sure there is nothing seriously wrong.
