Why does the rear wing of a Ford Mustang Mach 1 69 to 73 seem to lift instead of press the rear of the car down?

The wing is designed to force air down behind the car to break the vacuum and reduce drag on the car. Wings on most street cars usually just slow them down. They are never driven fast enough to need the down force. In the '69-'73 Mustang Fastback, the wing is functional in that is reduces drag.
