Yes, most likely its the starter if the battery is fully charged and it still wont crank. When you turn the key, you should hear a click. That click is the starter engaging. No click, means the starter is no good.

Sometimes it's just a matter of a good connection you need to make sure you have good clean connections at all points coming from the battery, make sure the terminals are clean and tight if there is any corrosion between the battery post and the terminals you want get the proper amount of power going to the starter solenoid to kick in the starter and that's were you hear the click that's the solenoid trying to kick in.

try changing the battery, your battery might be bad you never know, it might not hold a charge The starter relay needs to have good contact. Even though it may click, the contact is dirty and not good enough to transmit strong electrical power to the starter. Change the starter relay which is connected to the positive cable to the battery. Do not confuse the starter solenoid with the starter relay.

You need to check all your wireing from your battery to you silenoid to your starter you might have a bad connection some where. Clean the battery posts really good and the battery terminals. I fixed mine by scraping the battery post with a knife after using battery cleaner. I thought I had to change the starter, but that's all it was- the dirty post.

I've got the same problem with my 1998 Metro. I was sproadic for about 2 years, now it won't even click. I'm gessing it is the starter solinoid?????????????
