You send state representatives to congress based on population of the state and Massachusetts has a bigger population then Wyoming so that's why they send more representatives from Massachusetts then Wyoming.
The Founding Fathers when creating the nation determined that a certain balance between geographic area and population had to be created, this compromise is responsible for the US bi-cameral legislative system. Each State is represented as an equal in the upper house (the Senate) and each citizen is represented equally in the lower house (House of Representatives) and for legislation to be enacted the interests of the people and the individual states should be blended and compromised. This system though cumbersome and imperfect has merit and works toward preventing snap judgments and irrational legislation (although this has happened).
The essential answer is that the people rule. Massacusetts has the people and the power and Wyoming has land, equal status in the Senate and only a single voice in the House of Representatives.

But it is in the House of Representatives that the number will vary. How many representatives your state has is determined by the population of that state, according to the US census. Each state is guaranteed at least 1 member of congress, but some states have many more than that, due to their total population (not the geographical size of the state). Wyoming, as the least populous state, gets only 1 representative. Massachusetts has a larger population, and thus has more representatives. But both Massachusetts and Wyoming have two senators each.
