Why does the water drain back to the pool from the jacuzzi when filter system is off?

This has to do with gravity and syphoning. If the pool is lower than the jaccuzzi the water will naturally flow downhill once the pump is no longer forcing it uphill., There should be a "checkvalve" installed on your pool equipment to prevent this. Inside there is a rubber seal or gasket. They do go bad from time to time. Also only takes a small bit of sand to get wedged in there and for it to remain opened allowing water to flow back into the pool.

When I get out of the jacuzzi I leave the dirty water in and add a little bleach (1/2 cupish) and run the jets for a few minutes, then drain! That way, the bleach goes through the entire system and everything is clean. Plus you don't have to waste water re-filling it just for cleaning.
