Fluids in motion create a zone of lower pressure. Low pressure within the running water is surrounded by higher pressure outside the running water causing it to become constricted or narrower. Incidentally, that's the same reason why your shower curtain tends to get sucked inside the shower.

Why would there be water on main level but no water on second level?
Do you mean water leak or water pressure at the faucet? If you are not getting water thru the pipes you may have low pressure, or there is some blockage in the pipes preventing the water from flowing. Lots of times dirt gets in the small holes in the shower head and the sinks faucet (right where the water comes out). You will need to turn the water off in the basin or the shower. Next, take a pair of pliers and remove the shower head, or the basin's spout head. Look in the piece you removed. Is there dirt in it? Clean it or replace the part. Turn the water back on. Hopefully it was only debris blocking your water flow. The entire faucet will not have to be removed. Only unscrew the spout's aerator head., or the showere head.

Your hot water line needs more insulation probably. It sounds like your hot water is cooling before reaching that faucet. It may be that the one faucet is not able to turn all the way to hot until you adjust the faucet (usually in the handle) of a 10 year old or newer faucet.

The volume of water that comes out of the tub faucet is much greater than the volume of water that comes out of the kitchen faucet. Let's say that the bathroom is twice as far from the water heater than the kitchen, so twice as much water has to be run to get the hot water. If the tub faucet allows more than twice as much water to pass through, then it will get there faster.
