there is a leak in one of the rear air bags or in the air pump(in front) or the connecting air lines
Check the air bag suspension. Also, the pump may be bad.

The air bag suspension is damaged. This could be a single air bag on one or the other side of the car or the pump is bad or leaking. Also, the hoses could have developed a leak. If you can turn the car on and the back of the car raises, you may have a leak in the system.
97 and under are i-beam suspension.
The 1990 - 1997 Town Cars have the same Air Suspension. I have read about a lot of things that can go wrong. You can replace air bags and the pump. I bought a spring conversion kit on eBay for $115.
The mechanic needs to see it when it is happening and he can find the leak,./
