When it is first turned on it blows cold air. Give it 2 minutes it wll heat up to regular temperature.
i can turn the blower speed on low and the air gets warm , but not hot . then i can turn it to high and it get even cooler Check your thermostat, it may be stuck.

The heater core could be burnt out. Make sure your antifreeze is full and your switches on the dash are working. When you move the switch from cool to warm you should be able to hear a difference. If you don't the door/flap may not be moving.
Yes. With no hot water circulating, the heater coil/exchanger will quickly cool down to ambient temperature and the fan will blow cold air into the cabin.
