Possibly you have the spark plug wires connected incorrectly on that side of the engine. Timing can also be off.

What would cause a 1979 VW Beetle to backfire?

There are two things that can cause it. The most likely one is timing too retarded. The other is an exhaust leak. Since your car is fuel injected, you probably have the Exhaust Gas Recirculation system hooked up, and this is where most of the backfire-causing exhaust leaks come from. So it's probably timing.

What causes a car to backfire and do spark plugs have anything to do with it?

A backfire is caused by unburned fuel and air getting into a hot exhaust system where it ignites. Plugs have nothing to do with it. Some cars, when they are turned off, pass enough fuel and air, that isn't being burned in the now-turned-off cylinders to cause a backfire. Most of the time though it's an issue with the exhaust valve(s) in the cylinder leaking. When the cylinder compresses some of the air/fuel mix is leaking past the exhaust valve an passing into the exhaust. No fix for this short of a 'valve job' which is pulling the cylinder heads, machining the valve seats and valves yada, yada. Kinda of expensive to fix. You can test for this by doing a compression test on your cylinders. This is fairly inexpensive and can tell you if you have one of more cylinders leaking. If you cross your spark plug Wires then YES your car will Back fire.

Why is your 1996 Cadillac sedan deville making a backfire noise from the engine compartment while at a steady speed?

If a 1996 Cadillac Sedan DeVille is making a backfire noise from the engine compartment while at a steady speed, it is probably due to a bad oxygen sensor. The vehicle could also have one cylinder that is not firing or a problem with missing exhaust or the catalytic converter.
