It's probably the cable that goes from the pedal to the parking brake in the back. It's like the brake on a bicycle, it's a metal wire inside of a plastic and metal tube. Sometimes that cable gets split, either from cracking due to age, or getting otherwise damaged. Water and dirt get inside the cable and eventually work through the entire cable.

the parking brake may be stuck and that causes the brakes to lock up completely, and the horn and lights will stick work if the parking brake is stuck.

there is a possibility that you have a malfunctioning master cylinder. my dodge neon ate up two sets of pads/rotors and drums before we found that the master cylinder was causing the brakes to stick.
On my 2-door 99 dodge Dakota truck manual transmission. I put in four quarts in then check the oil stick. I always end up putting half of another quart. So 4 and 1/2 quarts.
1st - I would Ask Myself am i parking on a Incline..??? Am I pressing the Brake Pedal Before Shifting into Gear..??? Check Your Brake / Transmission Shift Interlock Setting..!!!
Sounds like the unit is being parked on an incline. If this is the case, when you come to a stop before shifting into ark engauge the parking brake. This will keep the parking pawl in the transmission from getting into a bind. Before releasing the parking brake when you wish to drive again shift into drive before releasing the brake. if this does not solve your problem you may have internal transmissin damage.
