The speed cable may not be connected in the back of the dash, just take out the instrument panel and check to make sure the square ending on the back hasn't rounded off. then reconnect. Also if it's a standard, check to make sure the cable is connect to the transmission, ( on my 86' its connected on the side closest to the driver's door) should have a red rubber heatsheild around it.
sounds like the speed sensor. it sends a signal to both the speedometer and the transmission

He only answers sometimes. Other times is goes to his voicemail. he has two phones. this is one of the numbers. the other number he doesnt give away.
If it's cable driven, you probably need to replace the cable. Otherwise, if it's digital impulse driven, it's probably the speedometer itself.
The VSS (Vehicle Speed Sensor) is probably bad. Also check the fuses.
Some times a bad battery or a bad ground can do this.
try pressing ctrl and d at the same time SOMETIMES it will work and some times it doesnt

take out the plexi dust shield so you dont break it then remove the dash, the bolts are easy to find, up by the windshield and on the sides ( doesnt take very long) also helps to remove the steering column cover. (sometimes the steering wheel needs pulled if its too big for the dash to clear) you will also have to remove the knobs from your heater and any other small items in your way. presto! the gauges can be accessed. usually easiest to replace the whole hed unit if the actual speedometer is damaged, some times its a faulty speedo cable though
Rub a tennis ball on the scuff mark. Some times you have to do this reapeatedly and really hard, but sometimes this doesnt work i admit. If it doesnt work then use a Swiffer mop.
