it depends on the year and make of the car, if it is old enough to have a mechanically driven speedometer (ie. a cable and a stator) you may have a rounded edge to the square end of the cable, on either end, or the stator itself may have been damaged, if the vehicle is new enough to have an electronic speedometer, it is probably a bad fuse,(unlikely) or more likely, a short in the ground wire for the speedo.
The speedometer needs to work in a vehicle for safety and informative reasons. The causes of it intermittently working could be the lack of electricity, or a problem with the sensor.Ê

If the speedometer works, but the odometer is not working, there could be a fuse blown if the odometer is digital. If the odometer is not digital, then a gear is broken in the speedometer cable. It should be replaced.
Speedometer is ran by electronic sensor on rear end. Odometer is ran from speedometer. If both don't work problem is sensor. If speedometer works sensor is okay. If speedometer works and odometer does not problem is in mechanical parts (gears) of of odometer and has to be replaced. Can get used from eBay (search for speedometer or odometer, is one unit) or take to dealer.

They both work off of the same signal. If the speedometer works but the odometer doesn't, the odometer has failed.
