Do you mean scratch around the sides of their enclosure? If you do this is because they are trying to digg, and if you do not not have enough substrate in the enclosure for them to do so, it will sound as if they are scratching.
Turtles scratch their tanks because they are trying to get out.
My turtles do that all of the time. They just don't realize that they arn't moving. They just keep swimming into the corners. Don't worry about it.

Well to keep your turtle tank clean i suggest putting the turtle in a separate bowl. Then scrubbing the edges of the tank will rid algae or other unpleasant rots. If you have gravel or pebbles on the bottom of the tank either replace them or run them through hot water for a few minutes. Then just set up the tank fill it with water and put your little turtle inside! Hope this helps!

hi you need to have the rock high enough out of the water so when the turtle sits on it the shell will be able to dry off.
If it is an aquatic turtle,( ex: red slider) you need to have 1 gallon of water per shell inch of your turtle. So if your turtle has a 4 inch shell; you would need a 10 gallon tank with 4 gallons of water in it.
Turtles grow according to their genetic make-up. They will grow until they reach their adult size - regardless of the size of the tank they're kept in !
