Your air conditioning cool air is routed to the various vents by routing doors. A malfunctioning routing door can be stuck and remain closed.

sounds like there is a vacuum leak under the dash or at the slide controls, and the plenum door is not able to move to change selection.
The most likely cause is the hoses to the center vents coming loose. Feel under the dash to see if cold air is blowing, and look to see if you can see the back of the vents to insure the hoses are connected.

Its a faulty rear control switch (a/c or heat) on the dashboard. It works by vacuum and when it doesn't work correctly it defaults the rear heat. I just had this repaired on my '98.

The knob with multiple pictures is used to control where the air comes out. For example floor, defroster, vents or a combination of two of them. It works through the use of cables, vacuum or electric motors.

Tell me more about your system/systems, and how they are arrainged in your house to work for you and all you can about the house to. Thanks: Jimiwane or you could open your second floor vents all the way, and crack the vents on your second floor. Works like using Balance dampers, but not as effective as having your system balanced properly.
How do you know it is charged properly? If you did not put gauges on the system? If no air is coming thru the vents the coil may be clogged. This list could take a long time!!
