Look into a recall on this. there is one about the lights. just Google it The reason why the headlights are not coming on could be a control module for the headlights (like the 2003 Mazda 6 in the related link). The other reasons could be because of a blown fuse, a bad relay or the switch itself. Most likely will need to get access to a wiring diagram for the specific vehicle (exterior lights) and check power and ground, starting with the switch and work your way to the headlights and see where the open circuit is.

When you turn the ignition key does the running light dim a little bit?
check the fuses - there is no fuse for the headlights.
