the meringue encases the ice cream and acts as an insulator,so only the outer layer would get hot,but the inner layer would not get hot or melt

a permanant ice biome is somewhere very cold where the ice doesnt melt very much so theres always alot of snow and ice for example Antarctica or the north pole but i wouldn't say somewhere like Alaska or something because its not always covered in snow and there are some places with no snow

no it is a bake serve and eat because after you brown it refreezing it would cause the cake to be unedible and the fridge would melt the ice cream lol sorry
