Why doesn't the new fuel pump on my 1998 gmc savanna turn on when you try to start the engine I've also replaced the fuel pump relay It will work occasionally?

Try banging on the tank with a hammer while someone else turns the key. If this gets it going, the pump is shangade and should be replaced.
