first off they do on occasion. continental flooding has been seen in prehistory. but the real reason why the coast lines remain mostly stable is the the input/output of the oceans just about equals. think about it. most water entering the ocean is from rain and most rain comes from the oceans. the ocean gains water from volcanism and it looses it from subduction. the only 2 things that affect the water level are water trapped on land (ice sheets) and loss/gain to space. you can learn about the affects of global warming on any science based website so I'll skip that and move on to space. 2 things affect this balance 1st impacts of water containing objects. earth receives tons of this every day. 2ndsolar winds blowing away atmosphere (including water vapor). thees aren't quite balanced so we have a tiny net loss of water every year to space.
