It is possible to scratch a lot not because of the fleas but because of a food allergy or some kind of bad habit in connection with the action she/he is making immediately after the scratching like going to drink some water ,or going out..."Pavlov effect".

Dogs can also have Allergies, and dry skin. Also, how do you know there aren't any fleas? Fleas jump on a dog, bite it, then jump off. I would tell your vet next time you get your shots so he/she can check for allergies and flea dirt.

Could be dry skin, especially in the winter. OR your dog could have an allergy to their dog food.

My dog is allergic to eggs, chicken, pototos and grains in bread.

So he is on a Salmon diet from Blue Buffalo.

That could be a sign of dry and sensitive skin, so if a dog scratches itself a lot it could be a good idea to have a vet look at the dog.

Can human get fleas?

Yes, this happens all the time. Fleas typically prefer to live on other mammals like dogs and cats because they can hide in the fur coat easier. However, if a human is the only meal they can find, fleas will happily feed on humans with no problem.A flea would much prefer to live off of the blood of cats, dogs, or other animals, than they would that of a human. It is extremely unlikely for a human to be infested with fleas, but singular flea-bites are not uncommon.
