D.S.T. (a.k.a. Summer Time) started 1 week later in the U. S. and Canada than in Europe from 1987 to 2006, and it ended the same day from 1996 to 2006. But in 2005, President Bush asked Congress to move the beginning back to the 2nd Sunday of March and to make the end the Sunday after Halloween (a ridiculous holiday here in the States on which children of families of all income levels put on costumes and go door to door begging for candy) effective in 2007.
The only countries that remained in sync with the U.S. when the schedule changed were Canada, Bermuda, Bahamas and Turks & Caicos. Then in 2010 Mexico changed the D.S.T. schedule of ten Mexican cities along the U. S. border to match the U. S. schedule, but the rest of Mexico remains on the old schedule. Maybe, if the possibility of clocks going back ever happens, but it depends, maybe what you did would come back too, for example, your sleeping, and you set your clock to go back, but then the time goes backwards, and when you wake up, you are in math class. So I suggest you take what you have, its better than nothing.
Resetting the clocks is not a universal custom. Some countries do, others do not. It should also be remembered that it depends which hemisphere you are in as to moving the clock forward or backward on a given date. Nor do all countries do so on the same date. That said the clocks go forward for the northern hemisphere around the end of March. Back for the southern hemisphere. The reverse is made around the end of October.
