Check in the under hood electrical center for the 15 amp mini-fuse #32 with a test light. It should be hot at all times. If that fuse doesn't show battery voltage you may have a blown fuseable link. If you have power at the #32 fuse check other fuses marked #4, 5, 7, 8, 18, 21 and 33. Also try swapping #14 relay with another like relay.
Because there's something wrong in the electrical system, of course. Without a wiring diagram of that particular vehicle on-hand, your best bet is that you're going to have to trace some wiring to find a break or a fault. I'd start at the power distribution center.. make sure the terminals aren't broken or corroded, then trace the wiring from there.
Probably a blown fuse or bad relay.

On my 1995 Ford Explorer XLT the fuel pump relay is in the power distribution box ( which is " live " ) located in the engine compartment on the drivers side It is the large relay ( there are 3 large relays ) in the 2nd row from the drivers side , and the fuel pump relay is the 2nd large relay from the front end of the box ( the other large relay in that row is the PCM power relay ) also the other large relay , which is in the 1st row is ( the Wide open throttle A/C relay ) I assume your 2 door sport would be the same ( I sure wish the diagram I was looking at was numbered )

If you mean the starter solenoid / relay , it is now in the power distribution box in the engine compartment ( the PD BOX is " live " ) It is relay # 49 , one of the larger relays
