1986 Mercury Cougar tail light/brake light bulb troubleshooting (check in this order):
· Check Fuses
· Check Bulbs
· Check Relay(s)
· Check Light Switch(es)
· Check license plate light bulb and wiring
· Check trailer hitch wiring harness
· Check all wiring harnesses and wire
Most likely its the fuse or a burnt bulb breaking the circuit. Sometimes the license plate and/or the trailer hitch is wired into other circuits and can cause issues in other areas. Sometimes its wires grounding out somewhere on the vehicle. See sources and related links below for bulb information. If you have not done so, check the tail light bulbs. The Cougar uses a multi-function bulb, with separate elements for brake lights and directionals. It is possible for one element to burn out, while the other is still intact. To get at the bulbs, pull up the trunk liner in the corners. The bulbs are easilly accessable, and come out with a quarter turn.

I dont know because i dont have a FORD Check your brake light switch on the back of your brake pedal for adjustment.
Brake pedal switch, wiring, bulbs, bad trailer harness (if there), fuses...
Did you replace the fuse? have you checked the circuit board well the lights go on cause they tend to short out often
look at the top of the brake pedal under dashboard you can usually adjust them so the brake lights dont stay on.
Have an electrician check the wiring that goes to the brake lights in the trunk of the car.
